All is well. I checked - this is the pre-mine coins (5% = 10 000 000 BELL). They belong as I understand the developer.
Look at the date of this transaction. There are September 13, 2018 and + 10 million coins  120378 blocks  confirmations for today. This is exactly pre-mine.

BELL already fixed CVE-2018-17144.
So "Double-spend" is impossible.
