I dont know what you have mind while writing this comment but whoever will be assigned to do anytask will be recruited in team and his name linkedIn profile will also be published on ANN thread. We will have a contract. He will be paid in advance some percentage before doing any task after pre sale.

I think you didnot understand the concept. First platform will be developed then there will be presale because we want to show investors that we already own a working project then Developer will be asked for any task and he will be paid before. 

We will be needing any blockchain development only after ICO.

this is clear, you paid developer when you get money from public by buying token from you.
after ICO = ico launching.
no gurantee at all developer will get paid. no more than just a sweet promising.
