Looking to open exchange, need someone to make it happen. Budget £1200-10000

Pricing based on previous experience/portfolio, negotiable. Must be all done in PDO (if php/etc)/stored procedures/all best practices.

Preferring all serverside code written in JavaScript or Python, because I know those. #1 preference would be JavaScript.

Also looking for someone to develop:
- [£250+] GPU browser JavaScript miner using WebGL
- [£100+] CPU browser JavaScript multithreaded miner
- [£100+] ws:// based wallet client/server, keys stored and enc/dec done clientside in localstorage

All code will have copyright(s) signed over to me, you are required to provide all necessary things to comply with licensing and keeping all headers intact.

NB: A PLUS IF YOU HAVE PLAYED EVE ONLINE AND KNOW HOW TO UTILISE ITS API EFFICIENTLY INCLUDING CACHING AND ETC
Servers are collocated at Telecity Sovereign House/"redsov" in the UK, it would be preferred if you have security clearance(s)/arrangements made for access already if you plan on doing additional hardware-related stuff.

Do you require someone full time or part time to work on this project? what sort of time frame do you expect it completed in I guess is the main quesition.

No strict time limit, looking for an efficient way to properly get this done "right". A NDA is available, so ideas aren't leaked.

Have to comply with http://www.legislation.gov.uk/ukpga/1998/29/contents fully, along with some other stuff, and it would be a plus if you/the progammer can recommend a security person to properly set up network segmenting, vlans, airgapped network(s) for payments, and as for network access, <1-2ms to Eve Online's Tranquility cluster for financial/API usage.


The 'budget' is per person flatfee, not total.
