I see no mechanism in place to ensure the campaign stays within the budgeted $2000 and that can turn an issue along the line!

More information about the activity considered to be spammy:

We do not want to set limits because some people can post 100 interesting posts a day and they will not be spammers and other people can publish 10 posts for a week, but they will not bring anything to the discussion. If your normal activity is, for example, 10 posts a day and it turns out that after the start of the campaign will increase by 300% and will not be substantive, it can cause you to be considered a spammer.
