Too often we here talks, and speculations on the future of bitcoin. But how about another aspect of cryptocurrency, ICOs?
We witnessed an explosion in ICO investments in 2017 due to the bull run, and there was high degree of success.
Fast forward to Q3 2018, the market has dropped significantly from the peak of late 2017, and most ICOs are struggling to raise enough to run their projects, and some failing to even raise anything at all.
And the unfavorable market situation is exposing moat of the poorly organized and unrealistic projects being put forward by developers. And the risk is now high, as most developers lack the skill and vision to run a project, and most just link any real world issue to the blockchain, some for personal gains.

With the decline in ICOs, do you feel we are reaching the end?
And importantly, do you feel regulation is needed to curb the high rising cases of ICO scam?

Something needs to be done, because ICOs themselves aren't bad, possibly some of the projects were/are.

It's a great way to get access to fresh capital. There certainly needs to be more opportunity for the average Joe to invest in early stage startups than there currently is.

ICO projects truly are on the decline,but I doubt if the end is nigh,even amongst the scam projects,most projects still thrive,keep to their words and hand out their tokens as at when due..

 Do you know that The United States of America has spent millions of dollars on anti counterfeiting,yet millions upon millions of counterfeit dollars are still in circulation world wide,so I doubt if regulations will help quell scam, centralization will only put cryptocurrency in the hands of the government for them to toy with its value and price.

As I remember author, you were wrong about the market where it started to drop and until now it never recovers.  It was not late 2017 but early 2018, within the month of January. Anyway, as we talk about ICO, not all are scam there are still developers and projects which are promising to provide new and better ideas. On the other side, I agree maybe some of the teams they hired are incompetent and lack of skills needed for the job so it end worthless and left behind.

I think this thread belongs to Altcoin Discussion board since it has nothing to do with beginners in general nor it is providing any help or containing a question asking for help, but it is a plain discussion topic which does not fit in this particular board.
Though I'm sure that this thread will likely turn into a spam megathread once moved in the right board, but I will still guide you with the process assuming you, being a Newbie, don't know how to move a topic.

Follow these steps:
1. Open the topic you have started (in this case, it is the one we are on right now).
2. Scroll down to the complete bottom of the page. You will see 2 option at the bottom-left side of the page, right above the section containing 'Jump to:" function. Those options would be "move topic" and "lock topic".
3. Click on "move topic".
4. In the next window, in the "Move to:" dropdown menu, select the board you want to move your topic to (It should be Altcoin Discussion in this particular case). Leave other options as they are since they are all optional and you don't actually need to use them if you don't want to.
5. Click on "Move Topic", and your topic will get moved to the board you have specified in the previous window.

I do know how to move a topic, as I have been on read most for a while, even remember a tune newbies were only allowed to post on this board.

As usual, a number of scam projects spoils the impression on the whole aspect. Even with bad reputation caused by opportunist projects, there are still reliable and interesting ICOs in the market.
Just now people will be more careful with their investment, as they should have been in the first place.

In fact, your message is completely in the wrong section.
From what you wrote your message there is no good. You didn't Columbus, and  you didn't discover America. You say that the demand and interest of ICO investors has fallen. Everyone knows that already. Every day there is a greater number of scams project, and this is how everyone sees.
As an advice to you, write articles on other topics not related to ICO, they will bring more benefit to the forum and other participants.

The end of ICOs? Definitely not. ICOs aren't going anywhere in my opinion. As profitability on ICOs lowers, probably only the decent ones are going to be profitable. People losing money on ICOs is just going to make the people more experienced in knowledgeable, that they shouldn't just throw away their money on some random ICO, hoping for profit.

As much as I don't like regulation, I think it's necessary at this point. There's so much scam ICOs that are taking place.
