I think that now Ethereum is more stable than american dollar  . You probably want to ask if Ethereum will again reach its all time high. And I am sure, that it will. JP Morgan believes more in Ethereum than in Bitcoin.

But we have seen the price is only stabilising in the last few months. I mean I got your point, it needs to go and bounce back, however, it looks like its taking the toll of this bearish sentiments that why the price just sit at the $200 range.
