This is because adoption of Bitcoin in such countries would mean a shift from the existing system to a new system which is not always rewarding. The time cost of the changes in the system might not be acceptable to many governments and this is why many of them are reluctant to accept it.

I don't know about this run but it looks like it stem from the bitcoin ETF is getting attention again. It was taken away because the USA government was in shutdown and when it is in shutdown its hard for SEC to give a clear answer and would have probably just say NO because it is the easier option and since they are not working on shutdown it wouldn't be fair to expect them to check all details and give a proper answer.

However, since shut down is over now (and usa is in emergency somehow?) SEC can officially start looking back to it and that is why ETF is getting attention again, maybe this time around just because ETF was withdrawn to not give them more work and was understanding of their situation SEC will be kinder towards ETF and actually look at it positively and accept it. All this train of thought probably increased it a bit.

Yes, in very beginning people always hesitate to adopt a new technology without having good knowledge about it. I agree with your opinion. Cryptocurrency needs investors today. A lot of whales who have withdrawn their money in crypto due to the bearish season that we suffering right now. This rise and fall is so natural I guess because bitcoin investment or any other crypto is anonymous and nobody can know about upcoming price of the coin, so this market use to rise with high purchasing which has been done last year which is making price gain high this year so for me this is the only reason why bull has started to move forward again.
