It is ofcourse after the ICO that a token would be published or released in the market. That's too obvious. If a coin would be listed on exchangers before the ICO, there would be no point at all for the crowdsale. Tokens are being bought by investors for them to have an advantage of acquiring the tokens first before the bounty hunters and have a chance to hold it and sell as they like.

Releasing the tokens during the ICO on the market will increase the trust from the every participant as investors to the tokens or ICO projects. Exchange listing after ICO is the best option but, No tokens should rush about getting on an exchange without at least a working product because it will have huge effect on the demand for such tokens even if it should get listed on a Top Exchange it will hardly make any difference, since the product is meant to be the driving force behind the tokens demand.

Looking at what the exchange is planned to go. If one of the best exchanges, then you can not be afraid of falling prices, and if the exchange with low volumes, then the price of the token can fall dramatically.

Most probably a token/coin will be listed in an exchange after the ICO is finished and the selling of the token/coins reach it's desired amount, although its the softcap or even the hard cap.
About when, that is depends on the the management of the project, whether they able to get their token/coin listed in an exchange fast or not.

The best time for the token to be listed on the exchange is right after the ico is done so that people can start trading on the coin right away, with the token being on an exchange then they can be sure that people are going to be buying into the coin. It is not advisable to wait longer than that to get it listed or else people might start to lose interest in the project

Most tokens are created before the ICO starts because many investors want to see what they are investing. After the end of the ICO after a certain period, the issuer will contact the exchanges to list their tokens on it. well, usually the token is released on the exchange after the end of the ICO, so during the ICO, investors buy tokens and this makes sense. And then the first on the exchange are investors, then bounty hunters and only then other users of the exchange will have time to buy and sell something.
