I haven't used WIN 7 in ages but https://github.com/monero-project/monero-gui/issues/1636  should point you in the right direction. I can't remember how much of it applies to WIN7.

If you've got the skills to compile from source on WIN, why not run a Ubuntu 16.04 machine for wallets etc? Windows is becoming a little bitch about writes and dll access during builds.

After such "halving" emissions will decrease from 3 mln to 2.95 mln per day?  

I reccommend them open Google and read what is this Halving.
