Changelog:

• Removed dogshit DGW (Dash retargeting is fucking terrible and is no longer used in NEON)
• NEON now uses VRX/Velocity Retargeting. Blocks will be much more reliable and chain will not get stuck anymore
• Masternode Percentage changed to 90% of block reward (removed gradual increase and moved it up to an earlier block)

All changes will be live starting from Block 6800. Provided these specs live up to expectations, there will not be another mandatory update until Q2-2019, when we introduce governance, voting, funding rules, and more improvements aimed at Masternodes

Yes, it's fast, but desperate times call for desperate measures to fix a sputtering blockchain. If it were to get stalled again, we now have many more knobs to turn for corrections, but it should not be an issue moving forward
