Most likely spammer is trying to promote his website. Although posting link isn't against forum rules but repeating same thing will consider spam. I have experience how to deal with this kind of spammer. If I found similar case then report his post and I add a additional comment on report form for visit his profile. Mostly mod nuke and ban them. If no action then I send PM to global mod especially to mprep to take action. And obviously he took action by ban them. So I think you can do same thing. If there is any phishing or suspicious link then you can make a post on meta for immediate action.
