The requirements seems way way beyond what 650btc can command, even at 1btc/hrs.

Maybe we could start by fitting Required Feature Vs. Available Software, into a big-ass comparison table.

You think it will take more than 650 hours to build that?

Seems like 40-80 hours to me. After you find some well-written PHP forum software that already uses PostgreSQL, you just need to add the dozen or so major required features and then some minor required features that will probably take less than an hour each on average.

The forum will probably have at least 100 more BTC by the time I start thinking about ending bidding.

Wait... are we talking about the same list in the other thread?

It will take WAYYYYY longer than 80 hours.  I would spec that project out at near 1000 hours with debugging/testing.

The design document alone is probably at least 20 - 30 hours worth.

If you're searching these lines for a point, you've probably missed it.  There was never anything there in the first place.

What do you mean "find some well written PHP forum software"?  I can't think of any forum software, free or commercial, that wouldn't have a license agreement forbidding you to modify and sell/resell it. 

And you've obviously never written a line of code in your life if you think 40-80 hours is even in the ballpark for this project.  It's the construction equivalent of expecting someone to build a house in an hour.

I don't think the intention here is to sell or resell it.  He wants it created for this forum.  I doubt there's any licensing issues to worry about as far as that goes... but yes, it's a pipedream at 80 hours under any circumstance.

You guys understand that I'm not asking for software to be built from scratch, right? I only need some modifications to existing software such as SMF or phpBB. A few of the required modifications are quite extensive, but many are just little tweaks. The specification document is long not because the job is huge, but because I included a lot of detail.

I'm my experience modifying software takes just as much effort as building from scratch. However the exception to this rule is if you just need a few custom features. I think theymos list was a list I would personally chose to build the software from scratch. Either way 650BTC comes about to be a little over $2000 isn't bad for all those features that said... I think everyone of those features had super specificness to them and would/should require a little bit more BTC for the extra time/effort. The more preciseness you need in any project makes it harder to catch all the bugs with more features.
