I really hate opening a topic for a single question but I'm really wondering how to deal with guys like this one and how to report them:
Profile: sell100

Almost everything he does on this forum is starting topics (he doesn't bother to participate in discussions)  and his posts are made out of two lines of text and a link to a website that itself is just another gateway to the original source.

I've reported two of his threads as useless and explaining he does the same in all his topics, the topics were trashed but seem no action was done against the user and he keeps doing it as nothing happened.

One fresh example:

I recently came across a discussion about certain an option to report a users 'post history' or report the account after frequent violations that can be used on repeat offenders and regular spammers.

I don't know if there's any rule against posting links, or starring topics and not joining discussions.
There would need to be a valid reason for mods or admins to take action.

Anyone who at least makes it to the BD discussion board at least once in a week must take note of that user @Sell100..

As you've said I've never see him come up with an original post..
He simply boosts his activity with online information(that he never fails to exempt himself from the resulting discussions) and he's so smart,he never forgets to put a link/source which obviously exempts him from our sanctions..and for God knows how he's got I think 7merits

Apparently he isn't breaking any rules,if he's constantly annoying you, you can simply put the user on ignore..
Sadly he's one of those who make high rankees put the entire section on ignore...

This is quite a difficult topic for me to answer, as I tend to include links to my websites. The Fit to Talk project is one example. I think if a post is being made just to promote a website that is owned by the poster, and the site is not of benefit to Bitcoin Talk or its members, then the post should be deleted.

Other sites such as domain name sales lists should be included in the posters signature, rather than be included in the body of the post. However, there can be instances where an article written by the poster may be of interest to the members, and be relevant to the thread. I think action should be taken if the poster is just using Bitcoin Talk to promote his site, and not making other contributions.

There's no definitive rule that says you can't post links to your website, but I think this falls under advertising spam and people have been temp banned before just for spamming links to their site. He's clearly only here to promote his website and I've actually given him at least one warning about this before. He often posts the threads in the wrong section as well. If you're not interested in contributing to discussions and are just here solely to advertise your site in such a way then I don't think it should be allowed, especially when you've been given warnings to stop.

I wonder if he's using a bot to do it as well as look at the apostrophes that are getting garbled:

I report it's usually moderated. And with the time, when you're used with their username you know what thread doesn't worth to open to read.

I agree with this, and I think he should provide backlinks to Bitcoin Talk. That's something that I try to do. If fact a member here created an banner for me, and it is available for anybody to copy and use if they want to add links to their site.

Clearly,looking at it closely by your statements and observations it's blatant plagiarism..
Plagiarism has to do with copying other people's contents and posing them as yours,and on this forum we are only concerned with the links being posted in here,and since the culprit @sell100 has failed to do so, but posted his own links on this forum(we actually do not care were its linked to),which actually isn't where the contents are from..

Let's put it this way someone could probably drop him a merit without clicking on the link,thinking it's probably the OP's work,that way he could have cheated the system and got away with it

I was looking at this the wrong way, he doesn't post the "post time" on his own site, he uses the time from his source. But it's all pretty close together. Take this example:

His own site (archived) shows a "Read More" linking to https://cryptonewsreview.com/the-cryptocurrency-scam-thats-now-high-priority-for-us-law-enforcement/, which was posted on on Nov 8th, 2018 at 6:27 am.
I'm not sure which time zone cryptonewsreview.com uses.

In this case, he uses cryptonewsreview.com's content on his own website, and posts the same content on Bitcointalk to get traffic to his site. I'm pretty sure this is technically plagiarism, so I wouldn't mind seeing him banned.

That's the best option, IMO.  And Bitcoin Discussion is one of the sections I have on ignore, but it's not because of members like him--it's all the stupid nonsense replies to threads started by people like him and others with nothing useful to say.

Hydrogen almost exclusively posts news snippets in the Economics section, but the big difference is that he sparks the discussion on them by posting some of his own commentary after the quote--and both the news quote and Hydrogen's input are usually worth reading.

I think if a post is being made just to promote a website that is owned by the poster, and the site is not of benefit to Bitcoin Talk or its members, then the post should be deleted.
If that's the case, I'd consider it to be spam and it should be deleted.  I've reported quite a few thread OPs that are just link spam disguised as a discussion, usually done by brand new members.

Damn I feel like I was doing the same, opening a thread and disappearing (s*** isp)

Loycev is absolutely right, he scrapes other websites for news and creates a simple page with a  read more button that links  to the original, something like a news aggregator website and I'm pretty sure he uses a plug-in to automatize it.

The answer is already in your question. If they are spammers the only solution is to nuke these accounts.

I usually let mods to decide what to do with these kind of fresh twoliner topics with a link.
Because the content of the topic is part of an article he/she refers to, I assume that it's a kind of topic that belongs to the Press section, so I usually report these kind of posts like "This should be moved to the Press section", but mods usually moves the topic to the trash instead of Press Smiley

Also seen this kind of post from time to time, some of these are just trying to hyp the coins they are holding or promote ICO that they want to reach cap, the post seems legit but at the end of the post you'll see something like an invitation comparing coins that he is holding it appears a good topic but there is a hype on it.

How to deal with spammers advertising their own websites?
The answer is already in your question. If they are spammers the only solution is to nuke these accounts.

Well, spammer was just my opinion, unless a mod decides they qualify as spammers they are still innocent contributors.  Grin
Probably the solution will be to report some of the useless threads as I see they do get deleted and live with it until they one of the mods or global mods   Wink really gets annoyed with them and the reports they generate.

In fact, there are so many spammers in the English and local topics now. It's horrible. It's good that there are limits to the number of private messages that can be sent. But it would still spamming and PM. I remember when just a couple of months ago there was so much spam about some hyip that eventually fell off. And after all many lost money! I try to serve immediately report a spam thread or a spam post. I`m sure that if we do this, the number of spammers will decrease dramatically. Now it is a very good cleaning of accounts and the forum is getting better and better
