I think that everyone need both a certain activity and a certain merit score in order to get the green trust but i found an account was given a scammer tag by Theymos.

That’s not admin generated. It’s a random user who has made posts in the past and now has deleted them.
Fairly normal to go on around here.

He can't remove his post.
look at the reference, theymos said "People in bold will retain a hidden scammer tag so that they cannot delete their posts".
His posts may have been removed by the forum administrator.

This depends on your trust, Lafu trust list, and Oldscammertrust list.
Since all of 3 accounts don't have neutral default list, the results are different.
The value you see change in bases of the DT2/DT1 ratings on your accounts.

Long back, this forum used to give scammer tag to user who scams. But theymos decided to remove this tag and created a "DT1" account  "OldScammerTag" and give the -ve trust from that account.

If you read the trusted feedback received and sent from that account, then everything will be clear to you.

I guess you are either using a custom trust list or you have excluded iluvbitcoins from your trust list since the positive feedback on that profile is from iluvbitcoins.

Whom are you talking about? oldscammerTag or neyma?
I guess oldscammertag had never posted.
ane neyma had deleted his/her own post. Only 2 of his/hee posts were deleted by mod.
