I have a rig with 12 GTX1070.
Six of them perform well, 26MHs without overclock, in ethereum
But the other 6 only perform 22MHs

The 6 slow cards are all micron memory.
From the 6 fast cards, there are 5 with samsung memory and 1 with micron memory.
So the problem is not necessarily the memory type.

I tried flashing the bios from the fast micron card to the slow micron cards, but the hashrate keeps the same.
There is another difference between the fast and the slow cards:
The fast cards have the subsystem 3773
The slow cards have the subsystem 3703

Any idea how to make all the cards run at 26MH without overclock (hopefully 31 with OC)?
Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

Not only does memory type not matter but neither does the bios.

Your issue seems hardware related have you tried testing the slow cards on the risers from the fast cards.
Are you running these 12 cards simultaneously?
Run the slow cards without connecting the fast ones or replicate withe fast card setup.

Can you give a list of system components?

Yes all 12 cards are running simultaneously.

I checked a single slow card on another computer and also got 22MHs.

Motherboard: ASUS B250 Mining Expert
CPU: Intel Pentium G4400
RAM: 2x Crucial 4GB DDR4
HDD: Kingston SSD UV400 120Gb
Risers: Ptsaying 6 pin PCIe (link above)
PSU: 2x EVGA Supernova P2 1200W
OS: Windows 10 Pro

Found a very similar problem in this reddit thread:

In this case the problem was solved by changing the bios, but this didn't work for me...
Any other suggestion?
