Am sorry to tell you that ban system is made for users; means it's not only for accounts so if you are a banned user than all of your accounts should be banned and you may use the forum for watch only. I advice you not to create other accounts neither try to buy another accounts, you will be catched and banned again.
Note; if this is the second ban then you surely deserve it and community here doesn't need your existence anymore.
