Considering that merits can only be giving to posts which are quality it would be a challenge to do what you are proposing, but again, it can be given out as the holder deems fit
If you go through this reporter statistics thread, quite a number of members got merited for posting their current stats;

If your current numbers are good, and you are doing your bit to clean up the forum, you can reply on those threads, but there is no guarantee that it would get merited.

That's the purpose actually.
The moderators would be the ones to feel the most impact of the OP suggestion.
They would be getting constant report on a post some might to even be reasonable claim they will just be another avenue for merit hunters to try there luck thereby abusing the forum.
