It is highly dependent on what the function does the ICO have It can either be a project or currency or it can be both even if you broke down what kind of ICOs are we talking about it still depends on what the description and function the token is. Even if we are talking about Security or Utility tokens it still can function as either a currency or project but sometimes it can be both. This is still highly debatable until now as even our governments haven't come up a proper description for what ICOs are mainly because ICO developers are often trying to make their token as unique as possible to the market.

ICO is the process by which projects which do not have publicity or resources source for funds from the community.
It could also be used by institutions and establishments which desires to harness the potential in the blockchain technology and create a bridge which connects it and their industry.

ICO is an event, sometimes referred to as "CrowdSale", where developers or startup companies release their own type of crypto for funding purposes. Usually, the developer or startup company will release a number of crypto tokens and then sell the token to the intended target. The most frequently held ICO to date uses the blockchain Ethereum.

What is ico?  Ico can in full imply as initial coin offering

Is it a project?  Well it personally is not a project but many projects run under the platform of ico

Is it a currency? Just as the answers to whether it's a project. Ico is not a currency but token are project though ico
