Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

If you want to tell rate on telegram then each people have to ask the price on telegram and you have to response them. Also before asking rate need to talk first. In this case all people who will contact with you as well as you will waste your time. But if you posted your rate no one make any contact if rate was not ok. If people contact with you and rate mismatch then bot you and who contacted with you will loss time. So better post your rate on the thread.
