Second draw wins 0.15 BTC

i checked the link to the other post in the forum but just want to clarify that is participation free ? cuz here you said in red that its free and when i follow your link linked to another post its say membership fees has to be paid on per month basis, Excuse me if iam sounding like a noob here but your clarification will help me making up my decision !!
