why this can happen, let alone Newbie, Jr. Member, Member cannot install an Avatar like this, except Full Member, can I install this Avatar image into one sign ?? For me, how can Newbie be able to do this.

Back in the days, everyone could wear avatar. After a while, because of some problem, theymos removed avatar. When it re-enabled, new rule applied, full member and up can wear avatar. But the newbies who had already with avatar, they remained the same. You can check the accounts. Those accounts are from 2011.

I see one last active account: Last Active: December 23, 2017, 11:45:04 PM.
so it's only been one year, the difference, is this, before the rule, Merit, or new system is implemented in 2018

The account was created in 2011. Avatar was re-enabled in 2015. I have already linked the post.

The last active is not what matters, but when the account was created. Newbies were previously allowed to wear avatars, until this was changed in 2015.
But those who already had avatars on could keep them on, if they changed it, they would no longer be able to wear avatars.

We all already know newbies can't wear image so why you asking how to wear one like them. The question should have been why are those newbie accounts still been able  to keep their avatar after the new rule of only full member rank users above having the ability to wear avatar was implemented. Guess the answer would had been, it's a privilege of been an early adopted.
