A friend of mine says he cannot post anything

The only reason I can think of is a very bad internet connection that makes him login again each time, but still it doesn't make much sense to me.

Does Afghanistan have bad internet connectivity? They have the 4G connections so internet speed shouldn't be a problem.

It's 360 seconds but that doesn't apply to his account anymore since hilariousandco said he whitelisted him.
I think he couldn't find the correct button to write a post. Maybe he was looking for a 'post' button and didn't understand that he needs to click on the 'reply' button. It was a language barrier problem, but he figured it out. At least that's what I understood from this part of his post:
