I currently have 3 x 1024MB XFX ATI HD6950 800M DDR5 PCI-E  in a computer that is mining through Deepbit.

However I should output more than 1000mhash yet, on avarage I output 600-700mhash and sometimes it goes to 900mhash.

My fluctuations are about 40% and I have no clue to why this is happening. Shouldn it stay steady on 1000+? It cant be that I swing between 550 and 900 all the time I press F5 on deepbit.net to refresh to see mhash rate.

<helo> funny that this proposal grows the maximum block size to 8GB, and is seen as a compromise
<helo> oh, you don't like a 20x increase? well how about 8192x increase?
<JackH> lmao

Even in the event that an attacker gains more than 50% of the network's computational power, only transactions sent by the attacker could be reversed or double-spent. The network would not be destroyed.

Me deepbit counter also varies from -30% to +20% roughly est. Not every share is the same and pools calculates your speed from number of shares submitted. More relevant is info from your miner.

On sites like deepbit and other site the hash rate is an estimate based on submitted shares.

True hash rates are normally displayed by your mineing software well i know poclbm and cgminer show true hash rates.

What miner application are you using? 600 MH seems very very low for that config. A big short term variance is normal though, its just luck.
Perhaps you should give bitminter a try, see my signature. Its a one click miner, and the pool currently gives you extra bitcoins rather than taking a significant %. Its also one of the fastest miner apps.

Try to increase time in minutes for Averaging window for hashrate display (5-60 minutes): option in DeepBit settings, I've tried with 20 minutes and its very accurate (Like team stats which is calculated every 20 min).

Hope this helps
