Exchanges that would list your coin for free or a very small fee?

it is not a secret that the exchanges are asking money for a listing . this is normal and it is their salary. Of course, the best when the exchange adds coins not for money but for real value for a coin.

That list is quite old and there are many exchanges that has cropped up since then. One exchange I like is Bilaxy, they seem not to care about listing fees, all they care about is popularity and when your project has popularity and community, they tend to list it for free even without telling the project team.

If its going to be a centralized exchange then it's better to have one that charges a small fee for its service because they will be obliged to do some house keeping job on the exchange like taking down scam projects etc

While we expect decentralized exchanges not not require such upfront fees as they are run by smart contracts etc

If it is not shit exchange, it does not matter. More exchange is not considered negative by anyone, on the contrary with more choice it will be easy to find the appropriate one. On the other hand, listing in one of the top 10(except hitbit) keeps you alive.

Most investors and traders prefers to use already known exchanges and exchanges that would have very large volume, that is why exchanges like Huobi, bitfiniex, Binance and other top 10 exchange are trending till date, but the challenge with these exchanges is that they are quite very expensive to get listed on them.

The exchanges that you even seeing that would accept to list your project are very minimal fee are just doing so for promotional purpose, when they get the volume needed, they all end up becoming very expensive to make use of. Talking of free exchange, there are no way you can get that except you want to build your own exchange which will also still cost you so much to do so. The only place you can get listed at almost zero fees is on DEX exchange.
