There is no need to create individual topics for every case. You can report in that thread, or as suchmoon said, use "Report to moderator" button.
P.S. This post that you reported was made in 2016, author of it have made only 4 posts in total and he isn't active on Bitcointalk anymore. I don't know what's the point of reporting such inactive profiles.
