i bought 2 Azure accounts from this guy yesterday and he has not delivered yet.  He keeps giving me the run around in Skype posts ("I'll get it later" kind of crap).  Let me know what kind of evidence is needed, if any, to officially report this.

BTC for the accounts was transferred to his wallet yesterday 1Ppe763v6x5nRodAbXHbGcSX7eNEpX6dNc (.023 BTC)

Can you share the screenshot/pm logs? It's also great if you can add the screenshot/proof that confirms the skype/chat account is his account, just to make sure you're dealing with the right person.
