Depends on what you mean by recovery. If you think bitcoin will go back to 20 thousand dollars once again then you are wrong and it will most probably not go there (well its bitcoin we can never know what it will happen, I wouldn't be flabbergasted if it reaches there).

However, if you mean recover like going back to 6-7 thousand dollar range then its more than likely. Its right there and we can reach it easily, its not even 100% increase anymore and we have seen bitcoin increase 35% in a week even during the worst conditions of this year so why not get to a 100% increase over course of a month this year. So, recovery is a dubious term, depending on the scale of recovery we can say it ranges between "it is possible" to "it is unlikely" but nothing is listed as impossible for bitcoin.

We cant say it now as there is no popping up for recoveries indication but it could be possible anytime soon. We are too far from the price last year(almost a half from its cut-off before the year end), but is not the reason to loss our hope and quit. We are not recovering, we are just trying to be above the 3K level. If the price of bitcoins keep on touching the support of 3K many times, there would be chances that it will break the support and would test 2500 or less. We have not seen any big pump this year and the price is just moving between 3200- 3700 K. Lets see how it moves further in the upcoming weeks.

No one knows if the bull run will come in 2020, 2030 will it come at all, and maybe it will come in a month. It is beautiful in cryptocurrencies that they are completely unpredictable. However, I agree with the fact that a year of bear market it is really a long period and we should quickly see the first price increases.

A recovery to 7000 is possible, while that is a 100% growth it is not out of the realm of what it is possible for bitcoin especially if we give it to the end of the year to reach that amount, however that does not necessarily mean it will be easy, there does not seem to be a huge excitement over bitcoin at all in the markets and without an increase in the demand it does not seem possible we could reach that price, so before that happens we will need positive developments for bitcoin during the rest of the year.
