So why viaBTC says "Transaction has been confirmed" ? Maybe they're wrong. Recommended fees dropped to 1 sat/byte after the last block was found, if the next block doesn't take too long, your transaction should be included.

I told you, it doesn't seem to be normal. It's normal. In the last block, this was the transaction with the lowest fee. It's still double your fee. Since many wallets are trying to set "the best fee", fees tend to spiral upwards when the next block takes a long time to be mined.

I have exprienced this before, same problem and same reason: only 2 - 3 blocks / hour mined so confirmations are slow. Nothing you can do about it and nothing wrong, it just happens sometimes. Look at the last mined blocks: 23 minutes - 2706 - Bitcoin.com 1 hour - 2887 - BTC.com It's just slow... that's all.

If you're paranoid, you can keep track of blocks here : https://www.blockchain.com/btc/blocksYou can see there's a 1h30min gap between the last block and the one after it, the network is having a hard time finding them. Every time a new block is found, see if it included your tx.

infact lets look at a few more blocks. knowing 6 blocks are average an hour... yet an hour before ..94 552994 2018-12-08 06:50:47 552984 2018-12-08 05:50:52
means 10 blocks were made in an hour. thus the previous hour before ..94 blocks were being made in ~ 6 minutes
So yeah, it's kinda normal. I have a 20 sat/b transaction also waiting to be confirmed. Just wait it out, when the blocks are found faster, the fees will drop and it will get confirmed.

The algorithm works to make sure that, at every difficulty adjustment, the current difficulty rating would result in 2016 blocks every 2 weeks (as pointed out above), which works to an average of about one block for every 10 minutes IN THAT 2016-block period of 2 weeks. But of course, as soon as the new difficulty setting is done, hashpower will increase or decrease. So if hashpower goes up, you'll find the average is > 10 blocks. If it goes down, it is <10 blocks. Because this is so reliable, one can always calculate certain things, dates for like block heights and halving times. Dates will be approximate but accurate enough.

That's easy: Block #563452 was mined at 2019-02-17 14:40:04. 2016 blocks earlier: Block 561436 was mined at 2019-02-04 02:38:33. That's less than 14 days ago, so it's less than 10 minutes on average.

What a coincidence. ( lol) If you're in a hurry, you can use free Transaction accelerators like: ViaBTC-TxAccelerator as long as the fee is greater than 10sat/byte like yours exactly ( 24sat/byte). If it was SegWit, the tx fee you've set might be different than what blockexplorers or accelerators can read; so if you want it to be >10sat/byte to be eligible, increase it to at least 20 sat/byte.
