I have experienced this severally on centralized peer-to-peer exchange.  I wouldn't want to mention the exchange name for privacy reason.  Buyers there tend to buy Bitcoin way below the real price and probably sell them on other exchanges for normal price . I stopped using the exchange upon discovering it was a chronic problem.

You can if you find someone willing to sell it to you at a lower price but that person would be on the losing side. Only reason why someone would do that is if he is in need of cash fast and for some reason cant or doesnt know how to use an exchange.

This is OTC trading, and you need to manually find someone who would be willing to sell you coins at below market price (which rarely happens anyway considering that most would want profits). Most of these exclusive deals are done in bulk trades, so it's almost impossible to see someone willing to sell coins to you at a discounted price. Also usually, these things are done in an auction: large coins are being sold outside the market in order to not crash or inflate the price accidentally. Better just stick in an exchange and place a buy order and hope for the best.

Hey yes one can definitely buy at lower prices, even lower than the exchange prices it’s not difficult just requires more efforts than usual. I would suggest you to look into currency section here on the forum, post a requirement to buy it in bulk and you should get your desired amount. Lastly you can even check at Local Bitcoins many times I see people post low prices for selling, but before you start a trade do your due diligence about the seller.
