If there are not enough stakers a higher percentage of the block reward will be given to them than Masternodes, and vice versa until the appropriate balance is once again achieved. Proof of Work Xtella use the Quark algorithm to Validate Blocks. Proof of Work would be available 15 Days, after that time, Proof of stake will start.

They are full nodes that run 24/7 and require collateral of 10,000 XTLA to be locked. In exchange for providing this service, and locking up the coins, effectively reducing supply, the Masternode owner is rewarded a portion of the block rewards. The percent of the block rewards earned is variable, and based on the SeeSaw reward mechanism.
