Are you talking about the verification thing which needs a deposit of $/€10+ ??
I don't actually remember all details but there's a need of a deposit before verification as far as I remember.
To start with your account, you need a first deposit of 10+ $/€ or you can also receive it from another user. You need to do this before to start with the identity & residence verification process. First amount deposited will not be deducted from your balance.
I don't know what does op mean but I don't think a deposit fund limited between 2 near values, like between 10 & 30.

I stopped using both Skrill and Neteller a while ago for two reasons and I don't know anything of the recent updates...
My Neteller was verified and I tried to verify Skrill with the same docs but they rejected, secondly when I heard that they block any account, any time, for any reason and I may lose my balance.

But what OP is trying to say is just impossible (what I've understood so far).
€10-€30 transaction fee is not a joke I believe and both Neteller & Skrill are large companies and I don't think they will do such stupid things.

I think OP is missing something or someone from Asian countries may want to confirm the fact.
