I have come across couple of Bitcoin lottery in my early days in crypto world. I think I found them mostly on faucet websites.
Most were probably shaddy and untrustworthy as there were really no way to verify if they are scamming players or not.

Well, this depends on how you define "Best". Best platform? Best Jackpot? Best Chances ? Too much Best, that you can't possibly define in a single phrase, if you're looking for a lottery.
