for USA residents, there aren't many options now that shift (previously partnered with coinbase) shut down operations.
according to this article from a couple months ago, bitpay was the only real alternative to shift for USA residents:
The move leaves the U.S. Shift customers in 46 states with only one reliable option, the Bitpay Visa card. Although there are other lesser known card operations in the works, none of them are worth discussing because some of the projects lack a physical card right now and others haven’t been around long enough to be reviewed.
if bitpay is really out of the picture, i'd use a reputable exchange. that seems much safer than dealing with a dodgy new debit card issuer.
i personally use coinbase pro---deposit coins, limit sell at current price, then free ACH withdrawal to your bank account. gemini is also reputable with fast withdrawals but fees are higher and you need a REAL ID compliant ID to pass their KYC.
