Well, so far this is only news and nothing is known about the future of these projects. It seems to me Libra will never appear at all, but TON can really give a huge financial movement to the market.
If Libra will appear it will be good for cryptocurrency industry. The same situation is with TON. TON can influence very coherently the entire market. They raise $ 1.7 billion, and these are just closed fees. Imagine what will happen when the coin appears on the market! And now they must report the financial regulator how they spent all collected money. I am not sure but as I understand telegram plans to return money for investors of TON.
