I saw the Warning today, and this is my first time I saw it, so I don't know it is a new kind of Warning or it actually been here long time ago.
Someone who know about the meaning and its launch time, please help me.

There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

All threads on Security section has warning same as that, same in investor-based games section which topics are mostly for investments that require higher risk.

I remember this used to be the exact warning on the gambling section.

But currently ,  I am not seeing any warning in gambling section or its child board. Is this warning removed now? and why?

The warning is very much self explanatory the forum duty is to look for every means to protects it's users and your duty is to hide to every warning giving by the forum to be on the safe side

That warning is also displayed on the Long Term Lending sub-board.

It has been there for a while though i don't visit those boards so often, i remember seeing it a couple of times. Not sure of the exact date it was put there but it has been long known that moderators do not remove likely scams as it may put lots of work on them to identify, analyze and remove scam

So usually community members come up themselves to identify scam and try to report to mods however, not all threads are deleted.
Therefore, it's just a warning to members not to assume that all posts that appear in those boards are scam free as mods may have missed out on some of them. One must do due diligence.

This warning is old, perhaps more than a year.
Its purpose is to warn because of the nature of that section is built on investment and Ponzi schemes (Securities.) Therefore, it will appear for all posts and is not limited to users with negative trust as in the last update.

it's quite self explanatory warning
it warns you that the subforum full of high risk investment models which have tendency towards scam
even when it's so obvious, mods still won't interfere and delete them, and it's up to you to protect yourself
the phrase caveat emptor emphasizes that, google it if you have no idea of its meaning
