I think the main reason is that, people are pulling their assets from Altcoins and dumping it to Bitcoin as it is increasing. When Bitcoin starts to drop, we might see people who will pull out from bitcoin and dump their assets to alts.

Whenever bitcoin price moving upwards, expect that altcoin price will either be stable or might drop down a little.
People sell their altcoins to buy bitcoin to maximize their profit during bitcoin market recovery. Altcoin price will recover once bitcoin price becomes stable, once people starts buying back their trusted altcoin.

Yes saw something very similar to this in 2017 , xrp rocketed and alot of other alts in december right before btc got to its peak and started to drop when ppl where moving btc to alts instead.

Its mostly people selling altcoins for bitcoin at these times. Other than that my observation is that whenever Bitcoin increases in price at a really fast pace, it causes altcoins to dump. A slow and steady increase, however causes altcoin prices to rise as well. The worst part is that if bitcoin dumps after going up, then it causes a bigger ripple in the altcoin market, and I have noticed they test newer lows which are even lower than their original prices.

Ok, it is actually quite simple to explain. Crypto currency traders know what happened in 2017, when the Bitcoin price started to rise to a all time high and they are now anticipating the same thing happening again. The obvious response from them is to sell some of their Alt coins to invest more into Bitcoin, because they want to be ready when the price goes back to $18 000+. 

I have sold almost 40% of my Alt coins to buy more bitcoins in anticipation of what might happen in the next few months with Bitcoin.

I don't believe it means that the altcoin market is "dead", it probably means that it's "Bitcoin season".

Is it possible that this "pumping" Is a wanted behaviour from those who have control on the market? Is it possible that they manually-secretly decreasing altcoins on purpose, for the will of bitcoin? (Excuse my baguette i'm french)

actually a more accurate observation is the fact that ETH price dropped down to 0.0279BTC as bitcoin price went up.
bitcoin from $5800 to $6000 is 3.4% rise
ETH price from 0.0290BTC to 0.0279BTC is a -3.8% drop.

They are not intentionally manipulating alt coins but rather the money is being transferred from altcoins into bitcoin simply because traders know that there will be a push.
