As far as I know this section of the form is created in order to appeal ban. Is it not cruel to punish the ban for what the newcomer of the forum did 1.5 years ago without the right to appeal?

Alright. I'll be honest. If I remember correctly, sometimes, though it completely depends on the offense(idk about plagiarism), sometimes the admins give chances to certain users if these certain users has contributed decently to bitcointalk, may it be through good writing pieces, helpfulness on the newbies, constructive opinions, and such. But taking a look at your main account's last 3 page replies, 99% is just bounty spam. Sooo.. yea. You're chances are slim to none.

I tried to help the forum with what I could. Maybe I did and may not much. I for example did a reaudit for free. You can find it on the form in the Russian branch. I tried very hard not to violate the rules of the forum for the last half year because I really value my account. But he was banned for his old mistakes. I beg you to reconsider my ban if possible.

I have never had an alternative forum account. There were a lot of spammers and cheaters who tried to use my social media accounts for almost every bounty. Someone under the name HeartDesire888 clearly tried to substitute me using my wallet. (https://bitcointalk.org/index.php?action=profile;u=2236049;sa=showPosts;start=40). I do not know who it is and for what purpose he did it. He was incidentally marked in red for spamming (https://bitcointalk.org/index.php?action=trust;u=2236049)

Well, there are actually some second chances being given, but those are for members whose contributions to the forum outweigh their indiscretions.  That said, this isn't the case with OP here, who has only contributed a bunch of bounty posts and some plagiarism.  He's not going to get one of those 2nd chances, sorry to say.

And OP, mjglqw is correct:  you are not allowed to create any new accounts except to appeal your ban in Meta.  Your days here are essentially over, so good luck and good riddance.
