PHP is not a bad choice and it's still used by companies like Facebook. However, I'd choose Python/Django over PHP anyday since Django has an active community. Java, on the other hand, is very suitable for enterprise-related architecture which are scalable. Java developers are expensive so that should also be taken into consideration.
