Question: How many accounts can an IP log into the bitcointalk.org forum?

In my opinion, the policies of many other social networks are possible: 1 IP is allowed at least 2 accounts.

Bitcoin addresses contain a checksum, so it is very unlikely that mistyping an address will cause you to lose money.

You can log in multiple accounts or create more than one account (as long as your IP is not on the blacklist) within 1 IP since creating an alt account is allowed as long as you don't use it for abuse especially for selling or abuse of bounty campaigns. Check this out Unofficial list of (official) Bitcointalk.org rules, guidelines, FAQ.
18. Having multiple accounts and account sales are allowed, but account sales are discouraged.

If an IP is blocked, you would not be able to post on the forum after creating an account, and you'd be required to pay a certain fee to lift the ban on your account.
And yes IPs do get mixed up at times, so it depends on your location, if your location is notorious for abusing forum rules and guidelines, there's a chance the IP would be restricted.

A: Your IP might be banned because it was used by a user that got perma banned. Don't worry - IP bans decay over time if there's not too many of them issued during a small period of time. If you register using a banned IP, are using TOR, VPNs or well known proxies, you will have to pay a small fee. You can't find out for sure - the closest you could get is to cross reference from the images posted by theymos (linked to in Husna QA's post above), but that would be very inaccurate given that 1 pixel = 256 addresses, and some of the data had been altered for privacy reasons.

The only way to know for sure if an IP has been blacklisted is to register an account from that IP. If it is blacklisted, you won't be able to use the account until paying the evil fee.

Once the evil fee is paid (or if no evil fee was required in the first place), it doesn't matter which IP you connect from - your account will always work (provided you aren't subsequently banned for breaking the rules). If you were to log in to the account you are currently using on mobile, and your IP changed to a blacklisted IP, it wouldn't matter since your account is already active and you would still be able to post normally.

No one knows for sure. I myself have created 3 accounts on the same IP back in 2014/2015 but have never been using the 2 alts ever since (and have forgotten the password so yeah). It has something to do with blacklisted IPs too. You can still create an account using those blacklisted IPs but you can never use the account for posting not unless you paid some fee to enable posting. As for 3g/4g mobile networks, the IP range of different mobile network varies, and so there's a huge possibility that only a few from those range has some evil points on them. The chances of hitting one evil IP on a mobile network is like hitting a small marble on an empty basketball court (or perhaps that's already an exaggeration?) given how large the number of IPs each mobile network has.
