After hearing of so many government programs made to subsidize different forms of energy, isn't it possible that this could enhance Bitcoin over the long-term? Could Bitcoin be a way for people to reclaim their taxes?

I heard of a miner who's only paying $250 a month for electricity due to being near a public hydroelectric facility.

In general, what effect will subsidized energy rates have on Bitcoin as a whole?
