I don't understand everything you said so my response might be a little incomplete but mybitcoin.city is not a ponzi scheme.  The new owners have successfully landed banner ads from freebitco.in as well as fortune coins (not cheap based on what the previous owners charged- not sure of the exact price under new ownership).  They continue to gain revenue from a-ads when users log into their city to claim coins.  So the revenue for payouts does not only come from user deposits.  There are plans for even more revenue streams coming in the future.

Too bad. I've checked the site and it seems interesting since I'm a sim city fan too. I find the graphics cool, that's really unfortunate that it turned into a scam.
