I have been charged as a criminal, when creating a type of coin that does not charge a transaction fee to evade some of the intermediate taxes for users that can evade taxes

Depends on where you are from!

But anyone in this world can create crypto currency but using it may fall under restrictions if such currencies were made illegal by your nation.

Move to legal section which is the appropriate section to discuss this.

As mentioned above it depends on you current location. Tax evasion is a crime in all countries, but not all countries impose taxes on cryptocurrency transactions. You appear to be targeting those who do. If your current national location is also involved in taxation then you could be charged for aiding and abetting a crime.
