1. I guess in every exchange doesn't have a big difference in the price to start trading. But you need to search for recommended exchanges, so you don't get any bad experiences.
2. You can buy bitcoin in any amount of money you have, but it is not advisable if you use all of your fiat money to buy all bitcoin because at least, you need to have money to buy something in real life.

I don't think it's necessary, because the difference between the exchanges is only a little the most important is the exchange you use has good trust and feedback.

Use all the fiat you want to use to buy bitcoin, the amount depends on whether you want to buy with all fiat or only part of the fiat you have. My advice is to buy all your fiat if the price reaches the lowest point in your opinion, or you can buy it gradually.

I am a holder and trader, I hold a few btc in my wallet and I trade several altcoins on the exchange.

Do not be fooled by the exchange price, look for exchange that you know who is the owner and were is the exchange headquarters. Imagine if you have a lot of money in an exchange, how will you recover your money if you do not know who the exchange owner is and where the exchange is located?

Invest only what you can afford to lose would be my best tip. Bitcoin's price is very volatile. Anytime it can go up or down. It isn't controlled by banks so it's price can't be regulated.  One thing about bitcoin is it will have a high value in the future because of its very limited supply.

after your first purchase, make sure to immediately move your bitcoin to a secure wallet
like hardware wallet
but make sure the wallet hardware is safe from the keylogger, because there is a case of someone's assets being lost because of the keylogger inserted in the wallet hardware

you can also use a web wallet like electrum or blockchain wallet
make sure to properly store the passphrase for the login without anyone knowing

the point is you have to move your bitcoin immediately after buying it from the exchange
never save your bitcoin on an exchange

Better to raise your stop loss so you wont have to lose out when it keeps rising. Buying back would be harder in a steep uptrend if you sell.

Try to learn the BTC price chart and price movements then you will know where BTC price was and where it can go! Read some articles, information about bitcoin to know more about your investing. Go to a trusted exchange to buy Bitcoin, but don't hold there. Buy a hardware wallet to store your Bitcoin and keep holding them! So if you want peace of mind and not really bothered by the price movement 24/7, invest what you can afford to lose. At least, you know that your investment is not for short-term profit but rather you're looking for long-term investments. Checking the price in the market will make you crazy. So you need to set and plan diligently when it comes to your investments.

you already have the answer, believe in yourself in investment, do not interfere with other people's thoughts even though you are a little loss. if you continue to believe that bitcoin will continue to rise then don't worry about your losses will be replaced when the price of bitcoin rises dramatically. and for the number question here's the answer.
1. just buy bitcoin in popular website, because it'll be safer
2. don't put all your money on BTC because You have life and you have to finance it to always live
3. my strategy is hold my BTC for 5 or 10 years also do some trade

Not at all, the average exchange actually has the same price for 1 BTC, it's just that maybe they use the price on the Buy Order so some might look like it is cheaper. and also usually the exchange has a high fee withdrawal.

Yes. Do not be very agressive on  checking the market price very often because you will definitely become frustrated if you see a sudden dropdown of price. Learn to manage your time well and never panic once you see negative condition in the market. Becoming calm all the time is very helpful not to make you lose in the long run.
