I'm browsing the first page of this section and I see nothing about it.

Recently I lost my phone, and thus I was unable to receive a text from them in order to log in (and what a fucking pain in the ass that is anyway).  Then I see some BS about disabling 2FA and whatnot, and I didn't want to fool around with it.

I had a smartphone which I borrowed until I get a new one, and I decided to create a new Binance account by downloading the app.  And what happens?  I get a message that they're no longer servicing United States customers.  Does anyone know anything about this, and whether I'm ever going to be able to log into my old account and retrieve my funds?  I don't have much on there right now, so if I lose everything I won't be crushed....but jeez.  I wasn't aware of any of this, and I really like Binance.

Any help would be appreciated, but I'm making this a self-moderated thread in order to discourage shitposters.  Worry not; I won't delete legitimate comments, just shitposts.

https://www.theblockcrypto.com/2019/06/14/us-customers-to-be-blocked-from-trading-on-binance-com/

https://www.binance.com/agreement.html

"the exchange’s general site notably stated that “Binance is unable to provide services to any U.S. person.”
...
The exchange further stated that effective on Sept. 12, 2019, “users who are not in accordance with Binance’s Terms of Use will continue to have access to their wallets and funds, but will no longer be able to trade or deposit on Binance.com.”

so they already cut off new accounts from the USA? i didn't realize.

like the new terms say, we're fine until september 12. i'm in the USA and i've been depositing/withdrawing normally using my old accounts since the news dropped earlier this month.

when september rolls around, i guess it's time to make new accounts via VPN. not sure how long that workaround will last tbh.

Yeah, I guess so.  I don't know of any other exchange that has both the coins I regularly buy and which doesn't require KYC.  As far as VPNs go, I'll have to look into that as I've never used one before.

Unfortunately as I said, I don't have access to my main account right now, and I'm not sure when that's going to be resolved.  Right now I'm stuck as far as trading goes.  What I'd really like to buy is some NEO, and I don't know of another exchange offering it without KYC requirements.  If anyone knows of one, I'm all ears and would appreciate any advice.

Anyone know why exactly Binance is doing this?

i recommend PIA: https://www.privateinternetaccess.com/

they accept BTC and several altcoins for payment, including zcash from shielded addresses. they don't log customer IP addresses or other PII, and this has been proven in court multiple times:
https://torrentfreak.com/vpn-providers-no-logging-claims-tested-in-fbi-case-160312/
https://torrentfreak.com/private-internet-access-no-logging-claims-proven-true-again-in-court-180606/

kucoin is a decent option, for now anyway. they still allow USA residents and still have the same 2 BTC per day withdrawal limits for non-verified accounts as binance.

Anyone know why exactly Binance is doing this?

pressure from the SEC is my guess.

They plan on opening a US specific exchange.
https://www.newsbtc.com/2019/06/14/crypto-altcoins-binance-bitcoin-us/

NEO should be available on it :

I'm pretty sure you have to be KYC verified to trade on Kucoin.

Nope, not yet anyway. Right on the link you provided, they state the verification tiers:

Quote
The specific rules are as follows:

· Verified Individual Account: 100 BTC per 24hr

· Verified Institutional Account: 500 BTC per 24hr

· Non-verified Account: 2 BTC per 24hr

KYC verification is not compulsory, which means if the client chooses not to complete his/her KYC, the client can continue to trade on the platform.

This is what a KuCoin rep said on Reddit regarding US traders about a month ago:

Quote
Hi there! We do apologize as KuCoin does not offer KYC for users in the USA as of the moment and there is no official statement yet whether it will be available soon. However, you may still continue to perform transactions on KuCoin even if the account isn't KYC verified. The only limitation for non-verified accounts is the limit of 2 BTC every 24 hours. Thank you!

I don't think anything has changed since that time.

The bolded part genuinely scares me, not gonna lie. Kucoin could block your account at any given time if your account is verified, and I definitely wouldn't want to be in that same place. I got my funds stuck in bittrex, so I know the pain and wouldn't suggest you do so.

Using a VPN might be a better option, albeit not the best. If it helps, read this article on exchanges that still allow US customers to trade: https://www.buybitcoinworldwide.com/united-states/

You guys have given me some fantastic suggestions.  I'm not sure I've even heard of KuCoin, but then again I haven't used a great deal of exchanges in the past 4 years or so.  There have really only been a handful: Poloniex, Binance, Yobit, Kraken, and the instant ones, Changelly and ShapeShift.  And out of all of those, I can't currently buy any Neo from them.  I've already had a horrible experience with Changelly and ShapeShift doesn't allow US residents to use their service.

If Binance is working on some sort of exchange for US residents, I'm down with that.  I'm just hoping I can regain access to my account and perhaps do some trading before the whole thing goes kablooey.  But I don't have my phone.  And trying to buy Neo on this forum is like pulling teeth.  I've tried it and gotten no offers.

Here is a list of exchanges where you can trade NEO :

I do appreciate that link.  I visit CMC occasionally just to check some prices on altcoins, but I've never really looked at this kind of data.  Nice to know it exists!
