I understand that it is not easy. And that is why you have to start out in the right direction if you want any form of success at all. You have shown, above, that you are starting out in the wrong direction. A complaint is the wrong direction.

When you complain about something, you don't really ask for changes. All you do is state that you don't like something the way that it is. Since that is all you are doing - complaining - why would anyone care about it? You aren't making a change. you are simply complaining.

What should you do rather than complain - rather than file a complaint? Make a claim. File a claim... not a complaint.

If a police officer hits you with his billy club, a complaint is when you say, "Ow. That hurt. Please don't do it again because it hurts when you do it." A claim says, "He damaged my property - my body and mind - when he hit me. I require payment for the damage in the amount of 100,000,000 rupees." You claim repayment for the damage, and you call it a claim.

Common law is a jury of 12 of your local people where you live, who decide the justice of your case. You will have to study a little law, or find an honest lawyer, who will help you in making and filing your simple claim. You might need to have a group of friends to back you up by filing claims against corrupt records keepers who won't accept your claim in court.

Not easy, but extra hard if you don't realize that a complaint is just about useless for getting anything done.

When someone one being higher financial status than us,but we make a complait or claim against them for violating the law they will be ready to pay $1M dollar to kill us rather than $2000 to compensate it.

If you do claim on someone rich then your life will be in vain.Its been proven on many cases even if they got all the evidences against that rich.
