I think it was Loyce who said in a post somewhere that the best time is in the morning hours and especially during weekends when there are less business and institutional transactions.
You can look at https://jochen-hoenicke.de/queue/#0,2w over the last 2 weeks (or longer if you prefer) to see pretty clear trends as to when there are big spikes in activity, and when the mempool largely clears out.

Generally speaking, surges in fees occur around 12.00 - 18.00 UTC. After this, they tend to plateau and then decrease, and usually are at a minimum around 01.00 - 07.00 UTC. Obviously the time for you depends on where you live, but if you live in the Americas then evening is going to be cheapest for you, while if you live in Asia then early morning will be better.

Did you see it here (Bitcoin Transaction Fees - Everything in one)?
Time zones affect fees
Details below. In general, if you are not hurry, please choose the timezones at which fees usually are low to move your funds.
You can compare the data from this study with the data generated at Johoe's Mempool Statistics page: https://jochen-hoenicke.de/queue/#1,2w. Here's a random 2 week sample I took from last September (click for full size):
The dates along the bottom are at midnight (00:00) UTC. So you can see from this sample, there is a spike in fees on most days between around 10:00 and 18:00 (when Europe and then later America are awake), at which point they start reducing, and hit a low point around 01:00 - 04:00 UTC. This certainly ties in with the data from OP's study.

It's something I've casually noticed, but never given much though to. But considering it now, I wouldn't have expected such a constant and similar drop given that China has more people than Europe and North America combined.

Nice thread but no I didn't see it there. I am quite sure it was Loyce who mentioned it somewhere in the Bitcoin boards. Maybe in one of his Time to consolidate Bitcoin inputs bumps. Doesn't really matter.

Ive currently got an unconfirmed transaction and it looks like the fee was 2.1 instead of 1.

The recipient is also saying its unconfirmed.

What now?

You have to wait until the transaction gets confirmed by miners. It might take some time because the current recommended fee is 11 sat/byte. Don't worry, your transaction should be confirmed within few hours.

Looks like the mempool size has dropped dramatically since this message was sent... mempool at the time of the message was around 10Megs... (~9-10 blocks worth of transactions)... with a couple of blocks worth of 10+ sats/byte fees...

Since then, it has dropped to 0 several times... I'd be VERY surprised if:
1. The OP's transaction has not confirmed
2. The OP comes back Roll Eyes
