Can I post off-forum Altcoin giveaway in Games and Round section requiring no participation from members on forum? Like Twitter giveaway?

No. All altcoin-related bounties, giveaways, airdrops and etc. belong in the altcoin sections, specifically Bounties (Altcoins). Games and Rounds is for Bitcoin giveaways only.

I had given up on reporting those, because my reports often remained "unhandled". I've just reported this one as a test.

What about a Ledger Nano S giveaway?

I think that would be okay, I mean... it has a Bitcoin wallet feature too, and it's really not a "coin" so. That should be valid. I think. Maybe "games and rounds" category can be separated into several parts in itself. Altcoins, physical stuff etc.
