From my observation, the announcer is a bounty hunter meaning the account isn't directly associated with the project so tagging the user won't have much effect. Beside the announcement doesn't seem official to me, doesn't look like a professional announcement from the project. Did they carryout a bounty on the forum or is there a direct representative of the project on the forum?. Tagging those accounts would display the warning better and prevent future scams that's if weren't too late.
