Bitcointalk is here for years now and being Pioneer in the industry it should be something appealing to the users. Bitcointalk needs a fresh design. Being a forum which runs on community support all the members are requested to help at least a bit.
In my opinion, there are other major problems to be dealt with before taking design as a priority. I'm really happy with the UI as it is now. If you want to use your own styles/themes, there are a number of ways to do and they're already discussed on this forum.

As others said it is in test form,you can also try it.

But what is the difficulty of using the current UI of bitcointalk? It seems easy and comfortable with current design than sites with more animations or whatever you consider as fresh design.

It's a nightmare for mobile users. No mobile responsiveness so you gotta zoom in everytime you refresh the page.

I don't really notice the problem you are facing right now. Even if the website doesn't adjust to mobile and desktop view of the browser I still feel comfortable using the current Bitcointalk's U.I.. Yes you can't add links, quote messages, and edit your post quickly but the basics of posting and replying is still bearable on my end. It may be because you have an outdated mobile phone or have a small screen that is why you don't think BCT's current U.I. is not good being viewed with a phone.

P.S.

I'm posting this using my phone right now and I don't see any problems with it.

Obviously, we all have personal preference about the proposed UI and tbh I love the way our forum looks, I mean the interface is already the trademark of bitcointalk and for sure some will be uncomfortable with the new changes.

And yeah I don't get it what's with the problem in mobile interface? I mean I can perfectly use it everyday especially when I'm not yet home.
But anyway, I'll still support whatever the changes they'll implement, like do we have any choice here? The fact they already started it and ready to roll out. Just my two cents tho.
