No, the code will not be open source.  If it was feasible for a project like this to be decentralized and open source, I certainly would've implemented it in such a way.  But doing so would only open the door for scammers to access the code build their own scams on top of it.  And this is not something that I'd be willing to risk.

Maybe its also possible that you can report that Fake Github Account on Github also with an reference to your post here.
